SUBJECT:

SCREENING OF EMPLOYEES WORKING ON MATTERS INVOLVING TVA Your memorandum to me dated March 5, 1986 requested information on what action the staff has taken or plans to take regarding the issue raised by OIA that a screening procedure may be needed to ensure that individuals reviewing TVA matters are not evaluating the efficacy or propriety of their own earlier actions.

In response to the OIA concern, my staff has identified to OIA the names of individuals in each office who are currently assigned to reviewing matters associated with TVA. DIA has identified from this list several individuals that have had previous involvement in TVA matters. The Senior Management Team is sensitive to potential problems in this area, but as yet does not have specific information regarding improper action by individuals that would indicate that any individual should be removed from TVA review activities.

One of my concerns is that personnel changes made under such circumstances can be extremely disruptive to the agency and it is very difficult to develop objective criteria to determine the extent of previous involvement by particular individuals that would warrant such a move.

Instead, in the case of TVA, review responsibilities have been divided between a number of program offices and Region II in order to obtain the broadest input and oversight and, in many cases, the personnel used to augment resources assigned to TVA have had no previous TVA involvement.

The Senior Management Team will continue to be sensitive to this situation and will take action in those cases where appropriate.
