Gentlemen:

This refers to the inspection conducted by Mr. J. B. Baird and a team of

inspectors during the period August 4-8, 1986, of activities authorized by NRC

Operating License DPR-34 for the Fort St. Vrain Nuclear Generating Station and

to the discussion of our findings with you and other members of your staff at

the conclusion of the inspection.

Areas examined during the inspection included implementation of the emergency

preparedness plan and prccedures during the annual emergency response exercise.

Within these areas, the inspection consisted of selective examination of

procedures and representative records, interviews with personnel, and

observations by the inspectors.

These findings are documented in the enclosed

report.

During this inspection, it was found that certain of your ectivities were in

violation of NRC requirements.

Consequently, you are required to respond to

this violation,-in writing, in accordance with the provisions of Section 2.201

of the NRC's " Rules of Practice," Part 2, Title 10, Code of Federal

Regulations.

Your response should be based on the specifics contained in the

Notice of Violation enclosed with this letter.

The enclosed report also identifies deficiencies in your emergency preparedness

program.

You are reque'sted to provide this office with a schedule for

correcting these deficiencies within 30 days after receipt of this letter.

We have also examined actions you have taken with regard to previously

identified inspection findings.

The status of these items is identified in

paragraph 2 of the enclosed report.

We are concerned that the violation identified in the Notice of Violation

indicates a lack of management commitment to effective corrective actions for

emergency preparedness deficiencies identified by your staff and NRC

inspectors.

In addition, the number and types of deficiencies identified

during the annual exercise indicates a need for improvements in this area.

Therefore, in response to this letter you should give particular attention to

the management controls and corrective steps which will be effected to improve
