Dear Mr. Gaskin:
As you are aware, General Atomics (G A) is in the process of decontaminating, and obtaining the release to unrestricted use, certain ofits facilities (l.c., facilities for which GA has no plans for conducting future activities involving the use of radioactive materials), l'or example, to date, eight (8) groups of laboratories in llullding 2 have been decontaminated, surveyed and released to unrestricted use and deleted from GA's license.
Most recently, GA completed the final surveys of six (6) rooms and one (1) hallway in the l
Ilullding 30/31 complex. This group of rooms is referred to as "llullding 30 Phase 1", llistorically, l/
the rooms had been used only to survey irradiated gemstones. No contamination was detected in any of the rooms.
The results of GA's extensive and comprehensive Onal radiation and contamination surveys, sampling, and analyses demonstrate conclusively that the "llullding 30-Phase 1" rooms meet the NRC and State approved criteria for release to unrestricted use. These results are documented in the enclosed repon titled. " Decontamination of Selected General Atomics' Rooms for Release to linrestricted (Jse (lluilding 30 Phase 1)."
Accordingly, G A hereby requests that its "lluilding 30 Phase 1" rooms be released to unrestricted use and dcIcted from its Special Nuclear Materials License No. SNM 696.

Gaskin, U.S. NRC July 25,1997 496 2772 Page 2 in support of this request, it is to be noted that on May 13 15,1997, Mr. II, Dean Chaney conducted an inspection at GA's facilities. Mr. Chancy's inspection (Ref.) focused on activities conducted by GA to demonstrate that the subject laboratories and associated olDees meet the approved criteria for release to unrestricted use. The referenced inspection report concluded th1t "No residual radioactive contamination above NRC guidelines was detected during the inspector's surveys " and "The licensce's final survey plan and final survey results for ilulldings 30 and 2 areas were sufUcient for detennining the final status of the subject areas and their suitability for release to unrestricted use status."
Under separate coves, GA is requesting that the Sate of California also release the "llullding 30 Phase 1" rooms to unrestricted use and delete them from GA's radioactive materials license.
Please note that G A has tenants who desire to immediately occupy the subject rooms as soon as permissible. It is therefore of the utmost importance to GA to obtain the release of these rooms to unrestricted usejust as scon as possible, if you should have any questions regarding our request or the enclosed report, please contact Laura Q.
