This refers to the routine safety inspection conducted by Messrs. A. Cerne and
D. Ruscitto of this office on November 11, 1986 - January 2,1987 of activities
authorized by NRC Construction Fermit No. CPPR-135 and License No. NPF-56 and to
the discussions of our findings held by Mr. Cerne with Mr. Moody and others of your
staff at the conclusion of the inspection.
Areas examined during this inspection are described in the NRC Region I Inspection
Report which is enclosed with this letter.
Within these areas, the inspection
consisted of selective examinations of procedures and representative records, in-
terviews with personnel, and observations by the inspectors.
Within the scope of this inspection, no violations were observed.
However, one
activity appears to be a deviation from FSAR commitments as set forth in Appendix
A.
You are requested to respond to this letter and in preparing your response,
you should follow the instructions in Appendix A.
A section of the enclosed inspection report contains details of your security pro-
gram that have been determined to be exempt from public disclosure in accordance
with 10 CFR 73.21 (Safeguards Information).
Therefore, the section so identified
in the inspection report will not be placed in the NRC Public Document Room and
will receive limited distribution.
This letter and the remaining portions of the
inspection report will be placed in the Public Document Room, in accordance with
The responses requested by this letter and the accompanying Notice are not subject
to the clearance procedures of the Office of Management and Budget as required by
the Paperwork Reduction Act of 1980, PL 96-511.
