.NRC-426 Attachment to CP&L Letter of Response to NRC Report RII:
WPK $0-400/86-05-01 Reported Violation 10 CFR 50, Appendix B, Criterion V, as implemented by Harris Preliminary Safety Analysis Report Section 17.1.5, requires activities affecting aquality be accomplished in accordance with documented procedures.
Procedure WP-141, Revision 4 "As Constructed Pipe", has been identified as the applicable procedure

controlling'as-built drawin~gs. WP-141 Revision 4, Appendix A paragraph 1 requires as-built measurements to be accurate to 1/16-inch for stress analyzed lines.
Contrary to the above, activities were not accomplished in accordance with procedures in that two dimensions in CP&L' stress
- analyzed line " Final 'As-Built'" drawing ISW-208~, Revision 5 were at v;tiance with the actual-field condition by 1-inch.

This is a Severity Level V violation (Supplement II).
Denial or Admission and Reason for the Violation:
The violation is correct as stated. Investigation revealed that the measurement in question was physically taken correctly, but that the tape was read incorrectly and therefore incorrectly recorded on the subject as-built drawing. This, however, is considered an isolated incident as a sample taken of additional isometric drawings marked up by the same individual revealed no errors.
Corrective' Steps Taken and Results Achieved:
The identified discrepant dimension was remeasured, verified and the affected isome tric drawing (1-SW-208) corrected. The corrected dimension was reviewed against the existing stress analysis and was judged to have an insignificant impact on the' analysis results.
Corrective Steps Taken to Avoid Further Noncompliance:
1 Although considered an isolated incident, field engineer (survey) crews were reminded to use caution when documenting "as-constructed" dimensions.
Date When Full Compliance Was Achieved:
Full compliance was achieved on March 14, 1986.
