.L APPENDIX B NOTICE OF DEVIATION Louisiana Power & Light Company Docket:
50-382 Waterford Steam Electric Station, Unit 3 License: NPF-38 Based on the results of an NRC inspection conducted on December 1-31, 1986, a deviation of your constitments in Licensee Event Report (LER) 382/86-15 was identified. The deviation consisted of a failure to revise an operating procedure by the date specified in the LER.
In accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (1986), the deviation is listed below:
In LER 382/86-15, " Simultaneously Using Two Methods'of Draining Reactor
.j Coolant System Results in Loss of Shutdown Cooling," the licensee stated that, " Procedure OP-1-003, ' Reactor Coolant System Drain Down,' will be revised by 9/30/86 to prohibit simultaneously using more than one method of draining the RCS...."
Contrary to the above, the revision to OP-1-003, to prohibit simultaneously using more than one method of draining the RCS, was not approved until October 25, 1986.
