INTRODUCTION In 1983, the Westinghouse Owners Group (WOG) submitted a licensing topical t'

report WCAP-10271, " Evaluation of Surveillance Frequencies and Out of Service Times for the Reactor Protection Instrumentation Systems," to the NRC for approval. Upon acceptance by the NRC, the WOG utilities would use this document as a reference in a request for an increase of the surveillance interval from monthly to quarterly testing and an increase in the amount of time a channel could be in the bypass mode for maintenance on the Reactor Protection System ,

instrumentation channels.

4 The NRC was able to use WCAP-10271 as the basis for accepting the -

proposed changes in surveillance testing and bypass mode of operation for the instrumentation channels. Based on previous WOG submittals which do not

.specifically address quarterly surveillance testing and the increased time interval for a channel to be in the bypass mode, the NRC placed some stipulations upon their acceptance of the proposed changes. These stipulations are: 1) the less frequent surveillance testing should be based on the implementation of a staggered test plan; 2) the practice of performing evaluations to identify common causes when Reactor Protection System channel failures occur should be shown to be fonnalized in plant procedures; 3) in order l to perform routine channel testing in the bypass mode, plant design shall allow testing in bypass without lifting leads or installing temporary jumpers; 4) the utility shall confirm that the instrument setpoint methodology includes sufficient adjustments to offset the drift anticipated as a result of less frequent surveillance testing; and 5) channels that provide input to the Reactor l' .

Protection System and the Engineered Safety Features Actuation System should be j addressed such that there is no confusion over the frequency of surveillance l

testing required by the Technical Specifications for each system.

Engineering has been reauested to provide justification for increased surveillance interval in light of contingency number four. The Westinghouse setpoint methodology allowance for drift is chosen to conservatively bound any anticipated drift over a one month surveillance interval and does not address any anticipated drift over a quarterly surveillance interval. The parameters addressed in this study are the Reactor Protection System analog trip functions that have input only to the Reactor Protection System and do not provide an input to the Engineered Safety Features Actuation System. The list of the parameters is shown on Attachment 1. ,

METHODOLOGY The monthly surveillance test procedures for the analog trip channels associated with inputs only to the Reactor Protection System (See Attachment 2.)

were reviewed for the two year period between August,1984 and August,1986.

A review of the "as found" and "as left" data of the trip comparator setpoints over the twenty-four month period was performed to determine the equipment performance. This review provided information as to the adequacy of the existing' setpoints as related to the allowable values.

RESULTS l

The performance of the sixty-four trip comparators associated with the list on Attachment 1 (thirty-two from each unit) was reviewed. Overall, the bistable equipment is stable and showed good performance. Over the two year period only two comparators were replaced when they drifted out of tolerance. The surveillance testing results are presented in Attachment 3.

h Of the two comparators that were replaced, one was replaced before it drifted outside the tolerance for the module and the other one was replaced after it drifted out of tolerance in a one month period.

CONCLUSION A review of the surveillance test data indicates that if the testing were performed on a quarterly basis rather than a monthly basis, there would be no greater incidence of comparator setpoints drifting out of tolerance. This ,

confirms that the instrument setpoint methodology includes sufficient adjustments to offset the drift anticipated as a result of the less frequent surveillance testing. The data supports the proposed change from monthly '

surveillance to quarterly surveillance.
