NPF-4 NPF-7 Gentlemen:
VIRGINIA ELECTRIC AND POWER COMPANY NORTH ANNA POWER STATION UNITS 1 AND 2 PROPOSED TECHNICAL SPECIFICATIONS CHANGES Pursuant to 10 CFR 50.90, the Virginia Electric and Power Company requests an amendment, in the form of changes to the Technical Specifications, to Operating License Nos. NPF-4 and NPF-7 for North Anna Power Station Units 1 and 2.
Our letter dated November 18, 1985 (Serial No.85-695) regarding your request for additional information for Generic Letter 83-28 item 4.5.3 outlined our plan to propose changes to the Technical Specifications that would modify the surveillance intervals associated with several of the reactor trip functions.
This is the follow-up to that letter.
We are proposing changes to Sections 3/4.3.1, Reactor Trip System InFtrumentation. The proposed changes modify the surveillance frequencies, and allowable out-of-service and test times for selected reactor trip system instrumentation functional units.
These changes take advantage of those provisions of WCAP-10271 and Supplement I which have been approved on a generic basis in the NRC's SER issued in March, 1985. The changes have been prepared in accordance with the guidance provided in the letter from Mr. L. D.
Butterfield (WOG) to you dated May 16, 1985 and your letter to Mr.
Butterfield dated July 24, 1986. We would like to have these changes approved by May 15, 1987 with implementation within the next sixty days.
The proposed changes to the Technical Specifications are provided in Attachments 1 and 2 for Units 1 and 2 respectively. A discussion of the proposed changes to the Technical Specifications is provided in Attachment 3.
In accordance with 10 CFR Part 170 an Application Fee of $150 is also enclosed.

This ' request has been reviewed and approved by the Station Nuclear Safety and Operating Committee and the Safety Evaluation and Control ~ Staff.
It has been determined that this change does not pose an unreviewed safety question as defined in 10 CFR-50.59 and does not pose a significant hazards consideration as defined in 10 CFR 50.92.
