OF JULY 20,1999, MEETING WITH FRAMATOME COGEMA FUELS REGARDING FUEL PERFORMANCE ISSUES AND TOPICAL REPORT SCHEDULES On July 20,1999, representatives of Framatome Cogema Fuels (Framatome) met with the staff of the Nuclear Regulatory Commission (NRC) at the NRC's offices in Rockville, Maryland.

Framatome began the meeting by presenting the status of fuel performance issues. Those I
issues include fuel reliability, fuel handling, control component performance, post-irradiation examination, distinctive crud pattern, and reactor coolant system (RCS) chemistry. Framatome I
reported that in each of these areas their fuel performance remained acceptable and in general continues to improve. For example, the measured coolant activity for 11 of 13 units was well within the goal set by the Institute of Nuclear Power Operation. The p;esence of older fuel assemblies was postulated as a possible reason for the higher levels at the two exceptions.
Because minor damage to spacer grids was noted during fuel handling operations, Framatome recommended changes in fuel handling techniques. These recommended techniques appear to have significantly reduced the grid damage. Framatome has also pursued an engineering change which is expected to further reduce the possibility of grid slippage.
Coricerning control component performance for control rod assemblies (CRAs) and reactor control cluster assemblies (RCCAs), Framatome reported that no trip time degradation has

been observed for the CRAs and no rod problems for the RCCAs.

In the near-term, post-irradiation examination of fuel assemblies shows existing and advanced fuel designs perform as expected. Framatome plans to continue post-irradiation examination to confirm the good performance of these designs.

Framatome reported that no new occurrences of distinctive crud pattern were seen since implementation of recommended RCS chemistry controls. Framatome believes that control of crud transport is key to preventing distinctive crud pattern.
Framatome presented the expected schedules for completion of previously submitted topicals.
Of particular concern to Framatome was approval of a topical for fuel cladding which was needed to support refueling plans for Davis Besse. The staff stated they are on schedule for an approval in September and they are willing to stay in contact with Framatome on this topical.
Framatome then presented an outline for submitting additional topicals and concluded the meeting.
