Subject: Systematic Assessment of Licensee Performance (SALP) Report No.

50-317/84-99; 50-318/84-39

This refers to the evaluation of the Calvert Cliffs Nuclear Power Plant operated

by the Baltimore Gas and Electric Company conducted by the NRC staff on June 11,

1986. This report was discussed with you in a meeting held at the Calvert Cliffs

site on July 18, 1986.

The list of attendees is attached as Enclosure 1. The NRC SALP Report is provided

as Enclosure 2. Our letter of July 8, 1986 (Enclosure 3) forwarded the SALP Report

and solicited comments within 30 days of the July 18 meeting. Your response of

August 12, 1986 is attached as Enclosure 4.

Overall, we found your performance to be good, which is indicative of your organi-

zation's increased management attention in all areas. It is evident that the pur-

suit'of quality, compliance with regulatory requirements, and safe, efficient '

operation are priority considerations at your facility. Our inspection effort

in the functional areas assessed as Category 1 will be reduced accordingly.

I concur, however, with the SALP Board findings that some programmatic weaknesses

do exist and those need your continuing attention. I am also concerned that, sub-

sequent to the SALP period, your performance in the emergency preparedness area

has slipped. Specifically, your performance during the exercise on September 8-9,

1986 appeared to have serious deficiencies, in marked contrast to the Category 1

performance exhibited during the 10/83 to 4/86 SALP periods.

We believe our meeting and interchange of information was beneficial and improved

our mutual understanding of your activities and the regulatory program.

No reply to-this letter is required. Your actions in response to the NRC SALP will-

be reviewed during future inspections at Calvert Cliffs.
