Subject: Inspection Report No. 50-309/86-01
This transmits the January 12 - February 22, 1986 routine inspection findings of
Mr. C. Holden and Mr. J. Robertson at the Maine Yankee Atomic Power Plant, Wiscas-
set, Maine. Those findings were based on observations of activities, interviews,
and document reviews, and have been discussed with Mr. Garrity of your staff.
Based on the results of this inspection it appears that-one of your activities,
that-is, the manipulating of a drain valve on an Auxiliary Feedwater pressure
switch line by an unauthorized individual, was in violation of NRC requirements.
Details are provided in Appendix A. We are concerned about this violation, not
because of the immediate impact of this isolated instance, but because the poten-
tial exists for compromising safety related systems.
You are required to respond to this finding by following the instructions in Ap-
pendix A. Your continued cooperation with us in this matter is appreciated.
