SUBJECT: NRC REVIEW OF V0GTLE READINESS REVIEW MODULE 4 MECHANICAL

EQUIPMENT AND PIPING - NRC INSPECTION REPORT N0. 50-424/86-54

The NRC has completed a detailed review, inspection, and verification of the

rubject Module which you submitted to the NRC on June 25, 1985.

Inspections were

cenducted at the Vogtle site and the resultant findings were discussed with

members of your staff at the conclusion of these inspections. Technical reviews

were conducted primarily in NRC Bethesda and Region II offices and the findings

from these reviews have also been discussed with your staff.

Areas contained in the Module, which were reviewed, examined, and verified, are

identified in the enclosed report.

Within these areas, the inspection and

verification consisted of selected examinations of procedures and representative

records, discussions with personnel, observations of activities in progress, and

review of your licensing commitments.

The results of Module 4 reviews and inspections are summarized into the

categories of deficiencies, inspector followup items, and unresolved items.

These matters which have been pursued during subsequent reviews and inspections

and have been resolved.

Based upon the NRC review and assessment of the readiness review activities

described in Module 4, we have determined that certain deficiencies existed

(

involving the scope and depth of review by your readiness review team.

These

deficiencies involved the adequacy of:

the identification and verification of

commitments; review of design documents; and, resolution of design findings.

Appropriate corrective actions were taken by Georgia Power Company in the

performance of subsequent modules which were reviewed by the NRC.

We have determined, however, by an independent NRC evaluation that your activity

control programs for design and construction of Mechanical Equipment and Piping

at Vogtle Unit 1 are acceptable and comply with applicable regulatory require-

ments.

These conclusions are based on information currently available to the

i

inspectors and reviewers. Should information subsequently become available which

l

was not considered during this review or which conflicts with earlier infor-

l

mation, it will be evaluated to determine what effect it may have on the above

l

conclusion.
