Dear Mr. Wilgus:
Your letter of April 30,-1986 described the interim modifications FPC was making at CR-3 to preclude inadvertent EFIC actuations which have occurred due to OTSG low level " spiking" events. These modifications will remain in place only until the next regularly scheduled refueling outage. Subsequent telephone discussions provided additional information regarding suitability of the two-second time delay in EFIC actuation introduced by this modification.
By letter dated June 25, 1986 you informed us that the modification does not involve changes to the Technical Specifications or any unreviewed safety questions, and that you have performed a review in accordance with 10 CFR 50.59. Our review of.your April 30 letter was therefore terminated at an appropriate point shortly after receipt of the June 25 letter. We will examine
.your 50.59 analysis at a future vis_it to the plant.,No further licensing action is planned at this time.
