Dear Mr. Sylvia:

On August 4, 1986 the Fermi 2 facility was restarted after an extended shutdown to repair / modify equipment and to bolster deficient management controls. The restart of the unit was authorized by my letter dated July 31, 1986 to Mr.

W. McCarthy, Chairman of the Board Detroit Edison Company.

As part of the NRC's monitoring of the Fermi 2 restart, a special team of NRC personnel was assembled to observe and evaluate your performance.

I have also followed your progress closely. While some problems have been identified as discussed in the enclosed report from my Restart Director, my assessment is that operations overall have shown improvement and have been acceptable.

Further, the Restart Team's assessment of your performance indicates that you have consistently handled outstanding issues in a conservative manner.

I have received your request to exceed 5 percent power dated September 11, 1986 and the Restart Team Director's recommendation, concurred in by the restart team members, and my staff, that the Fermi 2 facility be allowed to proceed to Test Condition 1, i.e., power levels up to and including 20 percent rated thermal power. Based on that recommendation and my evaluation of your ability to operate the plant I feel there is reasonable assurance that the unit can operate safely at power levels up to 20 percent.

While I recognize that problems of the type described in our Readiness Assessment can and will occur occasionally at all plants, I want to emphasize to you that we will be scrutinizing your overall performance and will continue to assess your effective handling of operations before making any decision to permit operation above 20 percent.

I also plan to continue the NRC Restart Team until further notice.
