Gentlemen:

Subject: Inspection Report No. 50-412/87-14

This report forwards the findings of the Emergency Preparedness Implementation

Appraisal which was conducted March 2-6,198.' by Mr. E. Fox, Jr. of this office ,

and other members of an NRC team at your Beaver Valley Power Station Unit 2,

Shippingport, Pennsylvania. Discussions of ou.' findings were held by Mr. Fox {

with you and your staff at the conclusion of the appraisal.

Ar6as examined during this appraisal are described in the NRC Region ! Inspec-

tion Report enclosed with this letter. The appraisal consisted of selective

examinations of procedures, representative records, f.-ilities and equipment,

interviews with personnel, and observations of emerge .y response personnel and

their activities by the inspectors. During the appraisal the inspectors placed

emphasis on those areas that are unique to Unit-2 and on the integration of the

Unit-2 program into the overall site and corporate emergency preparedness

program.

Within the scope of this inspection, no violations were identified. Items

requiring corrective action are summarized in Section 4 of the inspection

report and are categorized as to whether they must be corrected prior to

low power or full power licensing.
