Gentlemen:

This refers to the telephone conversation between Messrs. J. Brennan and

B. Saunders of your staff and Messrs. J. Creed and J. Belanger of this office

on August 22, 1986 regarding the findings of the Safeguards System Assistance

Visit conducted August 18-22, 1986 by members of your corporate nuclear staff.

This also refers to the special physical protection inspecticn conducted by

Messrs. J. Belanger and J. Kniceley of this office on August 25, 1986 of

activities at the Braidwood Nuclear Power Station, Unit 1, authorized by NRC

Construction Permit No. CPPR-132 and to the discussion of our findings with

Mr. C. Schroeder at the conclusion of the inspection.

On the recommendation of Messrs. Brennan and Saunders, we delayed our announced

preoperational security inspection from the week of August 25-29, 1986 to the

period of September 2-19, 1986. We understand this recommendation was based on

the need for additional-time to resolve two significant issues identified

during this assistance visit. Our inspection conducted on August 25, 1986

consisted of a review of the audit report and the corrective actions initiated.

No violations of NRC requirements were identified during the course of this

inspection.

We need to point our concerns regarding the ability of your security program to

support the commitments needed for license issuance or fuel load. As discussed

" with your staff and stated in Paragraph 3 of the enclosed report, your manage-

ment shares our concern regarding the recently noted inadequacies.

Failure to

fully implement your security program could have an adverse impact on our

recommendation for license issuance. Additional management attention is needed

in order to correct these problems.

Areas examined during this inspection concern a subject matter which is exempt

from disclosure according to Part 73, Title 10, Code of Federal Pegulations,

Section 73.21(c)(2). This information must be handled and protected in

accordance with the provisions of 10 CFR 73.21. Consequently, our report of
