Toledo Edison Company

ATTN: Mr. Joe Williams, Jr.

Vice President

Nuclear

Edison Plaza  !.

300 Madison Avenue

Toledo, OH 43652

Gentlemen:

This refers to the routine safeguards inspection conducted by Mr. B. Drouin

of this office on January 5-9, 1987, of activities at Davis-Besse Nuclear

Power Station authorized by NRC Operating License No. NPF-3, and to the

discussion of our findings with Mr. D. Saunders and other members of your

staff at the conclusion of the onsite inspection.

The enclosed copy of our inspection report identifies areas examined during

the inspection. Within these areas, the inspection consisted of a selective

examination of procedures and representative records, observations, and

interviews with personnel.

During this inspection, certain of your activities appeared to be in violation

of NRC requirements, as described in the enclosed Notice. The inspection

showed that action had been taken to correct the identified violation and

to prevent recurrence. Our understanding of your corrective actions are

described in Section 5 of the enclosed inspection report. Consequently, no

reply to the violation is required and we have no further questions regarding

this matter at this time.

We acknowledge the significant accomplishments and new initiatives that have

occurred in the security program since the last inspection. We encourage the

continued Toledo Edison Company corporate and plant support to the security

program. We realize that the support has made a significant contribution to

the overall effectiveness of the security program.

Areas examined during this inspection concern a subject matter which is exempt

from disclosure according to Part 73, Title 10, Code of Federal Regulations,

Section 73.21(c)(2). This information must be handled and protected in

accordance with the provisions of 10 CFR 73.21. Consequently, the enclosure

to this letter and our report of this inspection will not be placed in the NRC \
