Subject: NRC:RI Inspection 50-317/86-19, 50-318/86-19

This transmits the December 1,1986 - January 12, 1987 resident inspection findings

by Messrs. T. Foley and D. Trimble at the Calvert Cliffs Nuclear Power Plant, Lusby,

Maryland. Those findings were based on observation of activities, interviews, and

document reviews, which have been discussed with Mr. Lemons of your staff.

Within the scope of this inspection, no violations were observed.

Concerns were identified regarding your controls for (1) assuring preservation of

original design basis requirements during modifications of the Service Water System

(Section 2.c), and (2) possible weaknesses'within the program for assuring that

all components are environmentally qualified (Section 8 of this report). We

understand you have initiated efforts to determine if similar problems exist in

other plant systems. Because of the potential for inadequate controls in these

areas to significantly affect plant safety, we will closely monitor your assess-

ments and any resulting corrective action. In addition, although not needed

during this outage, we understand that prior to any future planned use of the

shutdown cooling system to augment the spent fuel pool cooling system, the

flow path will be verified operable by test.
