Docket No. 50-285

Dear Mr. Martin:

SUBJECT:

Special Report on Inoperability of Fire Pump The Omaha Public Power District, holder of Operating License DPR-40, submits this special report pursuant to the requirements of Fort Calhoun Station Unit No.1 Technical Specification 2.19, " Fire Protection System".

Fort Calhoun Station Unit No. 1 Technical Specification Section 2.19(4) requires that "th'.: fire suppression water system shall be operable, except during system testing, jockey pump maintenance or training (not to exceed seven consecutive days) with both fire pumps, each with a minimum capacity of 1800 gpm, with their discharge aligned to the fire suppression header and automatic initiation logic for each fire pump." Section 2.19(4)a further requires that with less than the cbove required equipment, restore the inoperable equipment to operabls status within seven days or prepare and submit within the next 30 days a special report to the Nuclear Regulatory Commission. This report is being submitted pursuant to Technical Specification 5.9.3.i.

On March 26, 1987, electric fire pump FP-1A was removed from service to faci-litate work on 4160V Bus lAl as part of routine refueling outage maintenance work. This bus was returned to service on April 5, 1987. This exceeded the seven day limit of Technical Specification 2.19. During the period of electric fire pump inoperability, the diesel fire pump remained operable and was avail-able for fire fighting activities had it been needed. Sufficient backup equip-ment existed had the diesel fire pump also been rendered inoperable. This report is being issued within the 30 day limit specified in Technical Specification 2.19(4) .
