This letter refers to the routine inspection conducted by Messrs. W. P. Ang

and K. Johnston of this office on March 23, 1987 to April 3, 1987, of

activities authorized by NRC License No. DPR-54, and to the discussions of

our findings with Mr. W. Bibb and members of your staff at the conclusion of

the inspection on March 27, 1987, and April 3, 1987.

Areas examined during this inspection are described in the enclosed inspection

report. Within these areas, the inspection consisted of selective

examinations of procedures and representative records, interviews with

personnel, and observations by the inspectors.

Based on the results of this inspection, Yt appears that one of your-

activities was not conducted in full compliance with your commitment as set

forth in the Notice of Deviation enclosed herewith as Appendix A.

Your response to the Notice of Deviation is to be submitted as stated in

Appendix A. '

Inaccordancewith10CFR2.790(a),acopyofthisletterandtheenclosures

will be placed in the NRC Public Document Room.

The response directed by,thi.s letter and the accompanying Notice is not

subject to the clearance procedures of the Office of Management and Budget as e
