Subject: Combined Inspection Report Nos. 050-317/87-07; 050-318/87-08
Enclosed is the subject report of the NRC inspection conducted by Mr. R. J.
Paolino on March 23-27, 1987 at the Calvert Cliff Nuclear Power Station, Units
I and II in Lusby, Maryland of activities authorized by NRC Operating License
The inspection findings were discussed with you and
members of your staff at the conclusion of the inspection.
The inspection
included a review of your corrective action relating to previously identified
violations of Equipment Qualification (EQ) requirements, as well as action
taken by you in response to Information Notice Nos. 86-03 and 86-53. Within
these areas, the inspection consisted of a review of selected EQ files,
procedures and records, interviews with personnel and observations by the
inspectors.
During this inspection, apparent violations of NRC EQ requirements were
identified, including violations previously identified during an inspection in
1985. (Reference Inspection Report No. 050-317/85-22 and 050-318/85-20). As a
result of these violations, and a subsequent review by your staff, you shutdown
Unit 1 (Unit 2 was shutdown at the time) to perform a more extensive review.
This resulted in your identification of additional violations of EQ require-
ments. The violations are described in the enclosed inspection report.
We are considering all of these violations for appropriate action and have
scheduled an Enforcement Conference for May 6, 1987 at 11:00 am in the Region I
office to discur.s the extent of violations, their impact on safety related
systems and components, the length of time the violations existed, their
underlying causes and your corrective actions.
In addition, you should be
prepared to describe (1) why adequate actions were not taken to correct the
violations identified in 1985, and (2) why an adequate review was not conducted
to evaluate the generic implications of a specific deficiency (50-317/86-19-02)
identified by one of your Field Engineers on December 24, 1986, involving the
use of unqualified wrap-around tape splico.
