Gentlemen:

Enclosed for your review, prior to our scheduled meeting of September 24, 1986,

is the SALP 6 Board Report for the Callaway Nuclear Plant covering the period

June 1, 1985 through May 31, 1986. This period encompassed full power

operations and the first refueling outage.

In accordance with NRC policy, I have reviewed the SALP Board assessment and

concur with the assigned ratings.

It is my view that Union Electric Company's

conduct of nuclear activities in connection with the Callaway Plant shows an

appropriate concern for nuclear safety.

Specific areas I would like to

highlight are:

1.

The Callaway Plant has earned five Category 1 ratings, and no Category 3

ratings, which is impressive considering the relatively short time the

plant has been in operation. The Category 1 ratings were in the areas of

Surveillance Testing, Fire Protection, Security, Outages, and Training.

Performance in surveillance testing and security improved from a Category

2 rating the previous SALP period. The functional areas of Outages and

Training are new beginning this SALP period.

2.

Performance in the areas of Licensing Activities declined from Category 1

to Category 2, largely because of identified deficiencies in support of

amendment requests.

3.

The number of plant scrams has been reduced significantly during and

subsequent to the SALP period.

Notwithstanding, further improvement in

'

this area is encouraged.

One other area needing improvement is the

upward trend noted toward the end of the SALP period in the number of

personnel errors.

I understand you have initiated actions to improve

your performance in this regard.

In evaluating the overall operational and regulatory performance of the newer

plants, I rate Callaway as one of the better performers.

The actions

initiated by Union Electric during the recent months should result in overall

improvements for the next assessment period.

While you will have sufficient opportunity to present your comments at the

meeting on September 24, 1986, we also solicit written comments within 30 days

after the meeting to enable us to thoroughly evaluate your comments and provide
