SAFETY EVALUATION MASONRY WALLS GRAND GULF NUCLEAR STATION, UNITS 1 AND 2 The license condition 2.C.(9) requires that prior to startup following the first refueling outage, MP&L shall complete structural modifications, if required, as a result of the NRC staff's completion of its review of the MP&L responses,to IE Bulletin 80-11.

By letter dated January 28, 1983 and April 13, 1983, the licensee provided additional information evaluating th'e Grand Gulf masonry wall reevaluation

j criteria with the staff acceptance criteria delineated in SRP Section 3.8.4, 1

Based on the review of this information the staff finds that the

s However, the Inspection' Peport Nos. 50-416/83-12 and 50-417/83-04, dated April 14, 1983, ident'ified discrepancies between modificatiens indicated on design drawings and as-built modifications for some walls.

In addition, it was also noted that actual material strength was below the specified strength in some

i cases. In the follow-up inspection (see Inspection Report No. 50-416/83-36, dated August 22,1983) the licensee efforts to reconcile as-built modifications were reviewed and found acceptable. These efforts involved ;

evaluation of as-built modifications and revision of the design drawings d

0 design calculations as required. The licensee also reanalyzed control

building wills using the lower material strength.

In the Inspection Report No. 50-416/83-41 dated October 19, 1983, it was confirmed th'at additional walls affected by the. lower material strength were also reanalyzed. Subsequently, the staff confirmed that in both of the inspections related activities the criteria used by the licensee were consistent with the staff's acceptance criteria as noted previously.

Based on the above review findings, and the fact that the licensee has completed all necessary modifications,' the staff concludes that the licensee has fulfilled the requirements of the license condition 2.C.(9) and the issues regarding the masonry walls at the Grand Gulf units are resolved.
