This is to acknowledge your letter of August 1, 1986 in which you furnished us with your 1986 Annual Emergency Plan Exercise Objectives. Additionally, this letter is intended to confirm the results of an August 25, 1986 telephone discussion between Ms. Gail M. Temple and Mr. Dennis Yows.
Ilased on our review of your objectives, we concluded that (a) they are too general in nature and do not contain discrete, observable measures of success, (b) there are no objectives directly related to the area of llealth Physics and, (c) the Extent of Play portion had been omitted from the letter.
Ms. Gail M. Temple, of my staff, discussed these three matters with Mr. Dennis Yows, of your staff, during a telephone conversation on August 25, 1986.
During this telephone conversation, Mr. Yows confirmed that the Extent of Play portion had indeed been omitted from the letter.
Ms. Temple and Mr. Yows agreed that since this information would be included in the complete scenario package, which would be sent in the near future, this matter would be addressed as part of our scenario review.
Further, Mr. Yows agreed to develop an exercise objective related to lfcalth Physics and to include the additional objective in the scenario package.
Regarding item (a) above, Ms. Temple and Mr. Yows discussed several ways in which the objectives could be improved.
It is my understanding that Ms.
Temple forwarded some guidance material to Mr. Yows on this subject. During the telephone conversation, Mr. Yows agreed to incorporate the guidance into next year's exercise objectives.
Per< ling resolution of these issties, we find your exercise objectives appropriate, and have no other comments or suggestions.

EXERCISE OBJECTIVES AND EXTENT OF PLAY 1 Obiectives 1.1 Onsite Arizona Nuclear Power Project (ANPP)
Demonstrate the ability to assess plant conditions, classify the event, and identify projected trends and potential conse-quences.
Demo'nstrate the ability to alert, notify, and mobilize Palo Verde Nuclear Generating Station (PVNGS) emer8ency response personnel

within the time frames specified in the Emergency Plan.
Demonstrate the ability of ANPP to notify agencies in a timely manner.
Demonstrate the adequacy of the Emergency Plan and Emergency Plan Implementing Procedures both in terms of management control of an emergency situation and workability of the procedures at all levels.
Demonstrate the adequacy of security access control to PVNGS emer8ency response facilities.
Demonstrate the effectiveness and availability of appropriate emergency equipment.
Demonstrate the ability to determine actual or potential offsite radiological hazards and make timely Protection Action Recommenda-tions to offsite agencies.
Demonstrate the ability to track plume passage and monitor contam-ination.
Demonstrate the ability to gather samples and analyze them in a radiological laboratory setting.
