April 24, 1986 Mr. John Munro Acting Operator Licensing Section Chief, Region II U.S. Nuclear Regulatory Commission 101 Marietta Street, suite 3100 Atlanta, GA 30323 ATTENTION:
Mr. Tom Rogers PWR Examiner
SUBJECT:
SRO Exam Review Please find attached the comments concerning the GRO exam given at the Oconee Nuclear Station on April 21, 1986.
These comments are divided into two sections;Section I is a technical review by Training Center instructors.
Section II is a review by Training Center Educational Specialists.
The exam review by Training Center instructors produced very few valid comments concern' ng Technical materials in light of the existing regulatory environment.
Most comments deal with procedure changes or additional information usable as correct answer material.
The exam review by the Educational Specialists dealt with test question construction and exam composition.
Comments are meant to be constructive to improve the NRC's exam bank as it is developed.
These same standards are endorsed by INPO and will be used to develop and revise the exam bank at the Oconee Training Center.
If there are any questions concerning these com. Tents, please contact Paul Stovall at the Oconee Training Center, (803) 882-6150 ext. 2252.
Sincerely, LLO3W^

SECTION I Item 1 - Question 6.06 The Setpoint for the individual asymmetric fault lamps is 7 inches out of the average.
The Asymmetric rod runback logic circuit is supplied by a 9 inch out of average fault signal.
The question does not specify which fault, but the answer of (8) refers to the 7 inch fault and uses 9 inch as the setpoint.
Item 2 - Question 6.16 Protective trips for the SSF Diesel Generator in part (a) should include the following:
Engine High Jacket Water Temperature Engine Low Lube Oil Pressure Engine High Crankcase Pressure Engine High Bearing Temperature Unit High Vibration Part (B) the trips that are not bypassed are Engine Overspeed Generator Diff. Protection and Low-Low Lube Oil Pressure.
Item 3 - Question 7.11 The indicated answer (d) is incorrect.
A procedure change was approved on 3-3-86 which deleted this as the correct operator response.
None of the possible selections are correct.
This question should be deleted.
Item 4 - Question 7.14 Typo in answer -
Correct response for Units 2 & 3 should be -
RC pressure > 200 psig or RC temp. > 200*F.
Page 2 L
Item 5 - Question 7.15 This question should be more specific.
The question asks for 2 responses and only one is given in the answer.
Minimum Level - insures HPI pump suction is not lost.
Maximum pressure vs. level insures gas does not enter the HPI pump suction.
Item 6 - Question 7.28 This question needs to be unit specific because the response depends on the affected unit, not only Unit 1.
Item 7 - Question 8.15 This question should specify if the 10 CFR 20 or Duke Power administrative limit is the desired response.
The answer refers to the Duke Power Limits.
As written the response could also be the 10 CFR 20 limits of 3 rems /Qtr. and 12 rems / Year not to exceed 5 (N-18).
Item 8 - Question 8.21 The answer should read for part (2), Tavg at or greater than 525 degrees F.

SECTION II A.
General Comments:
Item Al Inadequate directions for taking the test.
This is particularly true for true/ false and multiple choice questions.
Item A2 Question types, i.e. true/f alse, short answer, multiple choice, should be grouped within categories.
Item A3 The number of objective questions in this test are not sufficient to merit use.
Infrequency of use tends to hinder the thought process.
Item A4 Question in sections 5, 6, 7 & 8 primarily knowledge level or memorized information.
Item A5 l
Spelling and grammatical errors should be corrected before test is given.
I Item 6 Negatives like not should be underlined or all caps.
