During the period from September 16 to October 11, 1985, members of the NRC
THI-1 Restart Staff conducted routine and special safety inspections of
shutdown and operational activities at your facility. The results of these

inspection findings for you and other members of your staff.
The findings
were generally favorable.
A significant finding during this inspection period is that the two safety
valves on the steam supply line to the turbine-driven emergency feedwater pump
actuate on initiation of the EFW system. Our safety concern _is that one or
both of the safety valves could fail open when challenged, thereby causing the
EFW pump to become inoperable. We are satisfied with your interim corrective
action of providing guidance to the operators on what to do if a safety valve
should fail open. These actions, as described in your letter of October 11,
1985, to T. Murley, NRC, were verified during NRC Inspection No. 50-289/85-24.
We acknowledge your commitment to provide a final lorsg-term solution before
the startup to return to 100% power at the completior of your power escalation
program.
Also during the period, out inspectors identified one instance of your failing
to meet regulatory requirements as set forth in the enclosed Notice of
Violation (Appendix A).
The violation resulted from workers failing to
properly store or remove equipment in a safety-related area, the radiator room
for the "A" emergency diesel generator. You should follow the instructions on
the attached Notice of Violation.
