This event is considered to be reportable as defined in Technical Specifications paragraph 3.12.E.3.

Description of Occurrence On December 21, 1986 while conducting a plant tour a portion of the northwest corner (floor area) fire barrier in the corridor outside the 480V switchgear room was found non-functional . Due to the time required for work preparation, job planning and grout material cure time, the penetration was not restored to operable status within the seven day period specified.
