Subject:

Application to Amend the North Anna Power Station, Unit No. 1 (NA-1) Technical Specifications (TS) for 7 percent Steam Generator Tube Plugging at a Rated Core Power Level of 2,775 MWt.

By letter dated January 17, 1986, the Virginia Electric and Power Company requested a change to the NA-1 TS as noted in the subject above.

The staff has been reviewing your subject amendment request and the Safety Evaluation to support your request was scheduled for issuance on August 29, 1986.

On August 25, 1986, Amendments No. 84 and No. 71 for NA-1 and 2, respectively, were issued which authorized operation at a rated core power level of 2893 MWt.

In addition, the core uprate enveloped 7 percent steam generator tube plugging at the new core power level. With the passage of time and issuance of the core uprate amendments, we consider your subject amendment request to now be null and void. Therefore, we are closing out the subject licensing action for the NA-1 & 2 Licensing Actions Report.

However, since the subject amendment request was initiated by Virginia Electric and Power Company, we request that you provide us with a brief letter indicating your intentions to withdraw the subject amendment request or whatever actions you may deem applicable for this matter. We request that your response be pro-vided to us within 15 days from receipt of this letter.
