PROPOSED TECHNICAL SPECIFICATIONS CHANGE Pursuant to 10CFR50.90, tne Virginia Electric and Power Company requests an amendment, in the form of changes to the Technical Specifications, to Operating License No. NPF-4 for North Anna Power Station Unit No.1.

Current steam generator tube plugging levels in both North Anna units remain below the value of 5 percent assumed in the currently docketed LOCA-ECCS analysis (W. L. Stewart to H. R. Denton, Serial No. 726, December 30, 1982). Since it is possible that future steam generator tube plugging may exceed the current analysis limit, a LOCA-ECCS re-analysis is being submitted to support operation of North Anna Unit 1 at 2775 MWt with steam generator tube plugging levels of up to 7 percent. The re-analysis was performed for uprated power conditions. Operation at the current licensed power level will be bounded by the results of the uprated analysis when operating at an FQ limit of 2.15.

Attachment 1 provides an evaluation justifying the use of the LOCA-ECCS analysis performed at uprated power conditions to support operation at the currently licensed reactor power level of 2775 MWt. The results of the re-analysis are provided in Attachment 2 while the proposed changes to the Technical Specifications are provided in Attachment 3. In addition, as required by Specification 6.9.1.4, a revised Core Surveillance Report for North Anna 1 Cycle 6 operation in a manner consistent with the lower FQ limit is provided in Attachment 4.

This request has been reviewed by the Station Nuclear Safety and Operating Committee and the Safety Evaluation and Control staff. It has been determined that this request does not involve any unreviewed safety questions as defined in 10CFR50.59 or a significant hazards consideration as defined in 10CFR50.92.
