Gentlemen:
This refers to the special team assessment of operational activities conducted
by Messrs. W. Guldemand, B. Jorgensen, A. Toth, E. Kelly, D. Chamberlain, and
R. Hague of the NRC staff on September 29 through October 3, 1986, at LaSalle
County Station, Units 1 and 2, authorized by Operating Licenses No. NPF-11
and No. NPF-18 and to the discussion of our findings with Messrs. D. Galle,
K. Graesser, and G. Diedrich at the conclusion of the assessment.
The enclosed copy of our inspection report identifies areas examined during
the assessment. Within these areas, the assessment focused on observations
of activities in progress and interviews with personnel. Also included was
a selective examination of procedures and representative records.
The objective of this effort was to obtain an independent assessment of
operational performance at LaSalle in the areas of control room operations,
effectiveness of shift supervision, management involvement in operations,
and non-licensed operator activities. To this end, team members possessing
significant operational inspection experience were assigned to monitor
activities in progress in each of these areas. Their individual observations
were reviewed collectively and consolidated into a single set of findings for
each area evaluated. These findings are presented in the enclosed inspection
report.
No violations of NRC requirements were identified during the course of this
inspection; however, a number of general observations were made concerning
operational performance at LaSalle. The most encouraging of these
observations was that LaSalle has in place the necessary management mechanisms
sufficiently implemented by a highly motivated operations staff to produce
quality operations performance. Nonetheless, there remains several obstacles
to be overcome if continued success in operations is to be achieved. Most
notable in this regard are the fostering of a site wide spirit of aggressive
cooperation in support of operations, like that which currently exists in the
Production Department, and more effective use of on-shift supervisory
personnel. This will occur only if the level of commitment to LaSalle by
station and corporate personnel alike is maintained.
