Dear Mr. Denton:

In a letter from Mr. D. A. Nauman to Mr. H. R. Denton dated January 16,1986, South Carolina Electric and Gas Company requested an amendment to section 3/4.4.5,

" Steam Generators" of the Virgil C. Summer Nuclear Station Technical Specifications.

The Technical Specification revision amended the definition of the steam generator Plugging Limit as outlined in section 4.4.5.4a. This request excluded from plugging, those tubes with defects greater than a distance 1.25 inches below the top of the

> tube sheet.

In response to NRC questions concerning the original submittal, further supporting documentation is being provided as a basis for the requested technical specification revision. In order to take credit for this additional documentation, the original '

NOTE 1 to the Plugging Limit definition must be revised as indicated in Attachment

1. The change to NOTE 1 will revise the P-STAR distance to 1.60 inches and will require that measurement be made from the top of the tubesheet or,if lower than the top of the tubesheet, the bottom of the roll transition. Nominally, the roll transition is estimated to be within .25 inches of the top of the tubesheet. The 1.60 inch value for the P-STAR criteria was obtained by the summation of the 1.06 inch value for F-STAR described in the Westinghouse topical report WCAP-11228 and a cumulative eddy current measurement uncertainty of 0.5 inches. This total 1.56 inch value was then rounded to 1.60 inches.

This change does not alter the conclusions of the previously submitted "no significant hazard determination" and is being provided as additional margin to the originally submitted basis for the Tube Plugging technical specification change request.

Included as Attachments ll and lli are the proprietary and non-proprietary versions of the Westinghouse topical reports WCAP-11228 (P) and WCAP-11229 (NP) entitled, "Tubesheet Region Plugging Criterion for Full Depth Hardroll Expanded Tubes." WCAP-11229 is the non proprietary version of WCAP-11228. WCAP-11228

! contains information proprietary to Westinghouse Electric Corporation, and is supported by an affidavit (Attachment IV) signed by Westinghouse, the owner of the information. The affidavit sets forth the basis on which the information may be withheld from public disclosure by the Commission and addresses with specificity g

Accordingly, it is respectfully requested that the information which is proprietary to Westinghouse be withheld from public disclosure in accordance with 10CFR2.790.

Correspondence with respect to the proprietary as sects of the application for withholding of the supporting Westinghouse affic avit should reference CAW-86-066 and should be addressed to R. A.Wiesmann, Manager, Regulatory and Legislative Affairs, Westinghouse Electric Corporation, P.O. Box 355, Pittsburgh, Pennsylvania 15230.

These changes have been reviewed and approved by the Plant Safety Review Committee and the Nuclear Safety Review Committee. The application fee for the review of the amendment request has been submitted previously with the August 30,1985 letter from O. W. Dixon, Jr., to Mr. H. R. Denton.
