COST ESTIMATE FROM COMMONWEALTH EDIS0N COMPANY FOR THE INSTALLATION OF ADDITIONAL CIRCUITRY AT THE QUAD CITIES NUCLEAR POWER PLANT'S E0F

' BUILDING AND PERMISSION TO USE SITE PROPERTY FOR CONTINGENCY TELECOMMUNICATIONS Reference is made to a communications survey which was conducted at the Quad l

Cities facility by an NRC contractor representative on May 28 and 29, 1985.

Based upon this survey, NRC Region III is initiating arrangements for the installation of contingency telecommunication equipment at the Quad Cities site.

These arrangements consist of obtaining Commonwealth Edison Company's cost estimate to install additional telephone circuits in the Quad Cities EOF and formalized permission to install a temporary antenna during emergencies, or as described below. The circuits and antenna location are essential elements of our emergency telecommunications plan for the Quad Cities site. It should be noted that, with the exception of the equipment installation described below, communications equipment will only be installed at any of the communications sites in the event of an actual emergency or NRC participation drill, and will be removed immediately at the termination of the emergency or drill.

We are seeking Commonwealth Edison Company's estimate for labor and material to accomplish the folicwing tasks:

1. Install two WE-742 Terminal Blocks at the Quad Cities E0F; one located in the NRC area of the EOF, the other in the switch box and cable termination panel at the rear of the EOF parking area. The terminal box in the switch box and cable termination panel at the rear of the E0F parking area should be enclosed in a weatherproof box to protect them from the elements and marked for NRC Emergency Use Only.
2. Install two DC control pairs (voice quality circuits) from the E0F terminal block to the switch box terminal block.

3. Agree to reserve a 20 foot area below the microwave antennas on the Morrison Switch Yard Microwave antenna mast as an NRC emergency remote control base station site.
4. Agree to reserve a 20 foot area at the 280 foot level of both Met Towers at the plant as emergency communications sites. The original plant meteorological tower would be used as the primary repeater site for the NRC emergency communications system and the newer tower would only be used in the event the primary tower could not be used for some reason during an actual emergency. If this is not acceptable because of possible damage to, or interference with the installed microwave equipment or against existing company policy, then permanently install a Sinclair SRL-229 6db gain antenna at the 280 foot level of the subject tower. Run a 7/8 inch foam transmission line from this antenna to the base of the tower and terminate the line with a weatherproofed UHF male connector. During an emergency situation that requires the installation of NRC radio equipment, make this antenna installation available to the NRC as a repeater antenna.

The radio equipment would be installed at the base of the tower only when actually needed. This would completely alleviate any possible impact on the microwave systems as NRC technicians would only be hooking a repeater unit to a transmission line at the base of the tower during the actual emergency.

Following receipt of your estimate, NRC Region III will issue the necessary purchase order. Work should not commence prior to receipt of the purchase order.

A test has been made, for intermodulation products, of all of the frequencies listed in this report. Any frequencies that might generate intermodulation products that would interfere with the communication system has been removed from consideration for use at the Quad Cities Power Plant.
