Gentlemen:

This refers to the routine safety inspection conducted by Mr. R. L. Nelson

of this office during the period of October 16 through December 15, 1986,

of activities at Kewaunee Nuclear Power Plant authorized by NRC Operating

License No. DPR-43 and to the discussion of our findings with

Mr. C. R. Steinhardt at the conclusion of the inspection.

The enclosed copy of our inspection report identifies areas examined during

the inspection. Within these areas, the inspection consisted of a selective

examination of procedures and representative records, observations, and

interviews with personnel.

While no violations were identified as a result of this inspection, the

Inspection Report highlights two instances where operators were not timely in

identifying significant changes in plant conditions. While no direct safety

consequences resulted, this apparent lack of attention to detail is of concern

to us and warrants further actions on your part. Consequently, please advise

NRC Region III of the actions you have taken or will take to prevent further

instances of this type. After reviewing your response we will meet with you

to dircuss our concerns further. *

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of

this letter and the enclosed inspection report will be placed in the NRC

Public Document Room,
