BELLEFONTE NUCLEAR PLANT UNITS 1 AND 2 - DEFICIENCIES IN CLASS 1E AUXILIARY POWER SYSTEM - BLRD-50-438/85-16 AND BLRD-50-439/M FIRST INTERIM REPORT The subject deficiencies were initially reported 'o NRC-01E Inspector S. Weise on May 10 and May 13, 1985 in accordance with 10 rFR 50.55(e) as NCR BLN EEB 8504 and BLN EEB 8505, respectively. Because cf their similarity, we shall be reporting on both deficiencies simultaneously. Enclosed is our first interim report. We expect to submit our next report on or about January 11, 1986.

FIRST INTERIM REPORT Description of Deficiency A Bellefonte Nuclear Plant (BLN) ao Auxiliary Power System (APS) Review (2GA0190RP) was performed to comply with NRC Branch Technical Position (BTP)

PSB-1.

This review identified potential deficiencies in the capability of the BLN class 1E APS to provide minimum starting voltages for required loads (identified in non-conformance report NCR BLN EEB 8504) during steady-state conditions and potential deficiencies in equipment starting and operation at degraded voltages (NCR BLN EEB 8505) during either a loss of one off-site power supply or degraded voltage immediately following an Engineered Safety Feature Actuation System (ESFAS) event. The review raised the following concerns about the adequacy of BLN's slow bus transfer scheme:

a.

Three motors may have inadequate starting voltages, and one load may have inadequate running voltage at minimum voltage conditions during steady-state operation.

b.

Two motors and 38 motor-operated valves may have inadequate starting voltages during the ESFAS simultaneous start.

c.

Four of the 480 volt shutdown boards may exceed the maximum rating of 508 volts during normal shutdown.

Interim Progress TVA is presently evaluating this deficiency to determine specific corrective actions. For the motors and valves that may have inadequate starting voltages, TVA will attempt to obtain vendor certification for starting at lower voltages.

We anticipate providing our next report on or about' January 11, 1986.
