SAFETY EVALUATION BY THE OFFICE OF NUCLEAR REACTOR REGULATION SUPPORTING AMENDMENT NO.16TO OPERATING LICENSE NO. NPF-30 UNION ELECTRIC COMPANY CALLAWAY PLANT, UNIT 1 DOCKET NO. 50-483

1.0 INTRODUCTION

By letter dated January 3,1986, Union Electric Company, the licensee for the Callaway Plant, requested a number of changes to Section 6 of the plant Technical Specifications.

2.0 EVALUATION 1.

Figure 6.2-1, Offsite Organization, would be revised to:

(a) Establish the position of General Manager, Nuclear Operations, reporting to the Vice President, Nuclear; (b) Establish the position of Manager, Operations Support and to include that this position and the position of Manager, Callaway Plant, report to the General Manager, Nuclear Operations; (c) Delete the position of Manager, Nuclear Construction, and the construction staff; (d) Establish the position of Assistant Manager, Nuclear Engineering, located on site and reporting to the Manager, Nuclear Engineering; (e) Delete the position of Superintrrdant, Site Liaisen Engineering, and establish the positions of Siy&i.itendent, Design Control and Super-intendent, Systems Enginen h,1, b th reporting to the Assistant Manager, Nuclear Engineering, all I m te

(f) Change the title of the Superintendent, Document Program, to Superintendent Nuclear Records and Information Services (NRIS).

Establishment of the position of General Manager, Nuclear Operations provides a senior management level position to be responsible for overall site activities.

Under the direction of the General Manager, Nuclear Operations, the Manager, Callaway Plant, will now be able to focus his attention on those activities 8609120103 860908 PDR ADOCK 05000483 P

directly affecting daily plant operations, while the newly established Manager, Operations Support, will be responsible for supporting activities such as training, security, materials and other support services. We consider this change to be an improvement since it provides for increased management controls while allowing the Manager, Callaway Plant to devote his energies toward assuring safe plant operation. The change is in accordance with Section 13.1.2 of the Standard Review Plan, NUREG-0800, and is acceptable.

Deletion of the position of Manager, Nuclear Construction, and the construction staff is acceptable since plant construction is now complete.

Responsibilities related to plant modifications and any future. construction activities will be handled by the Nuclear Engineering, Nuclear Services and Operations Support Departments.

Deletion of the position of Superintendent Site Liaison Engineering and estab-lishment of the positions of Superintendent, Design Control and Superintendent, Systems Engineering, both of whom report to the new Assistant Manager, Nuclear Engineering, reorganize the engineering resources to support plant operations.

These changes will not reduce the level of engineering support or the experience base; however, they should provide for improved coordination or engineering support of plant operations. The revised engineering organization is in accordance with the requirements of Sections 13.1.1 and 13.1.2 of the Standard Review Plan, NUREG-0800, and is acceptable.

The title change for the position of Superintendent, Document Program, to Super-intendent, Nuclear Records and Infonnation Services, recognizes a change in the corporate records management program and establishment of a computer group to serve the needs of the site. This change is acceptable.

Figure 6.2.2, Unit Organization, would be revised to:

(a) Indicate the changes described in (a) and (b) above; (b) Delete the position of Assistant Manager, Administrative and show the Superintendent, Personnel Development reporting to the General Manager, Nuclear Operations; (c) Delete the position of Advisor to the Manager, Callaway Plant (d) Indicate that the Superintendent, Outages, Assistant Manager, Materials and the Assistant Manager, Support Services report to the newly created position of Manager, Operations Support; (e) Indicate that the Superintendent, Planning and Scheduling will report to the Manager, Callaway Plant; and (f) Indicate the transfer of the position of Superintendent, Engineering from the Operations Department.

3-The NRC has no requirements regarding the organization for administrative support at the plant level provided overall technical competance remains adequate. Therefore, deletion of the position of Assistant Manager, Administrative and having the Superintendent, Personnel Development report directly to the General Manager, Nuclear Operations is acceptable.

In accordance with establishment of an Operations Support organization at the plant, the managers responsible for outages, materials and support services will now report to the Manager, Operations Support. This is consistent with the intent of the revised organization, is in accordance with Section 13.1.2 of the Standard Review Plan, and is acceptable. The position of Advisor to the Manager, Callaway Plant was required by 1icense condition during the start-up test program and for one year following achievement of full power operation.

The one year requirement was satisfied on December 15, 1985. Thus, deletion of the Advisor position is acceptable.

The Superintendent, Planning and Scheduling will now report directly to the Manager, Callaway Plant rather than through the Assistant Manager, Operations and Maintenance. The shift in reporting is acceptable since it provides the plant Manager more direct control over planning and scheduling activities without increasing his span of control beyond reasonable limits.

As part of the consolidation of engineering support discussed under 1(e) above, l

the position of Superintendent, Engineering has been deleted from the site organization. Functions previously performed by this group have now been absorbed by the newly established Assistant Manager, Nuclear Engineering, whose group is located onsite so as to provide close support for plant operations.

This consolidation of engineering support is consistent with the guidelines of Sections 13.1.1 and 13.1.2 of the Standard Review Plan and is acceptable.

Section 6.5.1.2 The composition of the On-Site Review Committee (ORC) is being changed to add l

the Manager, Operations Support and the Assistant Manager, Nuclear Engineering, and to delete the Assistant Manager, Support Services, the Assistant Manager, Administrative and the Advisor to the Manager, Callaway Plant. These changes are consistent with the proposed revisions to the organization and they provide the Consnittee with enhanced technical expertise and management oversight. The revised ORC nembership is consistent with the guidelines of Section 13.4 of the Standard Review Plan and is acceptable.

Section 6.5.2.2 and 6.5.2.7 l

The composition of the Nuclear Safety Review Board (NSRB) is changed to replace l

the Manager, Callaway Plant with the newly established General Manager, Nuclear Operations and to show that the General Manager, Nuclear Operations has line responsibility for the purpose of meeting NSR8 quorum requirements. This change I

is consistent with the revisions to the organization, and is consistent with i

Section 13.4 of the Standard Review Plan.

It is, therefore, acceptable.

Section 6.5.3.1 The Manager, Callaway Plant, is replaced by the General Manager, Nuclear Operations as the individual responsible for designating appropriate Department Heads as approval authorities for procedures other than administrative procedures. This change also designates the new Manager, Operations Support as the individual responsible for approving procedures to implement the Security Plan and for designating individuals responsible for review performed in accordance with Technical Specifications Sections 6.5.3.1.a. 6.5.3.1.b and 6.5.3.1.c.

These changes are consistent with the changes to the organization and are acceptable.

Overall, we find that the organizational changes proposed by the licensee represent improvements that should strengthen plant operations and operational support activities. The resulting organization is consistent with Sections 13.1.1 and 13.1.2 of the Standard Review Plan and is acceptable. The other proposed changes result from and are consistent with the revised organization.

All proposed changes are consistent with the criteria of Section 13.1.1, 13.1.2 and 13.4 of the Standard Review Plan, NUREG-0800, and are, therefore, acceptable.

3.0 ENVIRONMENTAL CONSIDERATION

This amendment relates to changes in recordkeeping, reporting or adminis-1 trative procedures or requirements. Accordingly, this amendment meets the eligibility criteria for categorical exclusion set forth in 10 CFR 51.22(c)(10).

Pursuant to 10 CFR 51.22(b), no environmental impact statement or environ-mental assessment need be prepared in connection with the issuance of this amendment.

4.0 CONCLUSION

The Comission made a proposed determination that the amendment involves-no significant hazards consideration which was published in the Federal i

Register (51 FR 27291) on July 30, 1986, and consulted with the state of Missouri. No public comments were received, and the state of Missouri did not have any coments.

We have concluded, based on the considerations discussed above, that:

(1) there is reasonable assurance that the health and safety of the public will not be endangered by operation in the proposed manner, and (2) such activities will be conducted in compliance with the Comission's regulations, and the issuance of this amendment will not be inimical to the comon defer.se and security or to the health and safety of the public.
