. BUILDING AND PERMISSION TO USE SITE PROPERTY FOR CONTINGENCY TELECOMMUNICATIONS Reference is made to a comunication survey which was conducted at the Byron facili.ty by an NRC contractor representative on December 12, 1984. Based upon 4

this survey, NRC Region III is-initiating arrangements for the installation of contingency telecomunication equipment at the Byron site.

These arrangements consist of obtaining Comonwealth Edison Company's cost estimate to install additional telephone circuits in the Byron E0F and-formalized permission to install a temporary antenna during emergencies, or.as described below. The circuits and antenna location are essential elements of y

-our emergency telecomunications plan for the Byron site.

It should be noted that, with the exception of the equipment installation described below, comunications equipment will only be installed at any of the comunications sites in the event of an actual emergency or NRC participation drill, and will be removed imediately at the termination of the emergency or drill.

We are seeking Comonwealth Edison Company's estimate for labor and material to accomplish the following tasks:

1.-

Install a 7/8 inch foam RF transmission cable on the Met Tower located on the site. ' Cable should extend from the 200 foot level to a level accessible from the ground. Terminate upper end of the cable with a female N connector and the lower end with a male UHF connector. Both ends of the cable should be labeled for NRC Emergency Use Only and be housed in a weatherproof container to protect it from the elements.

2.

Install two WE-742 Terminal Blocks; one located in the NRC area in the E0F, the other outside of the E0F at or near the base of the microwave tower. The terminal ~ block at or near the base of the microwave tower should be labeled for NRC Emergency Use Only and be housed in a weatherproof container to protect it from the elements.

3.

Make available, during an emergency, the top of the E0F microwave tower, 170 foot level, for the installation of NRC radio systems.

Following receipt of your estimate, NRC Region III will issue the necessary purchase order. Work should not commence prior to receipt of the purchase order.

A test will be made, for intermodulation products, with all of the frequencies listed in this report. Any NRC frequencies that might generate intermodulation products that would interfere with the communication system will be removed from consideration for use at the Byron plant.
