' Pursuant to 10CFR50.90, TXU Electric requested an amendment to the CPSES Unit 1 Operating License (NPF-87) and CPSES Unit 2 Operating License (NPF-89) to remove several cycle-specific parameter limits from the Technical Specifications and add parameter limits to the Core Operating Limits Report (COLR). The relocation of the parameter limits will allow for the available operating and analytical margins to be used in the most efficient manner.
This submittal supplements License Amendment Request LAR 99-002 submitted per the referenced letter by adding the Reactor Core Safety Limit figures to Section 5.6.5 (COLR) of the Technical Specifications, clarifying that the Overpower N-16 setpoint remains in the Technical Specifications, and reflecting NRC approval of the Topical Reports used to determine the core operating limits presented in the COLR. . the original description and assessment provided in the referenced letter has been revised and is included as Attachment 2 to this submittal.Section IV of the original i
description and assessment, Significant Hazards Considerations Analysis, which addres'ses the no significance hazards consideration standarc's set forth in 10CFR50.92, remains valid and therefore does not require change.

'TXU Electric was formerly TU Electric. A license amendment request (LAR 99-003) was submitted per TXX-99122, dated May 14,1999, to revise the company name contained in the CPSES operating licenses.

TXX-99165 Page 2 of 2 is the required affidavit. Attachment 2 provides a revised description of the proposed changes (Section ll). Attachment 3 provides a revised markup of the Improved Technical Specifications (ITS). Revision bars are included on Attachments 2 and 3 for changes that are made through this supplement.
TXU Electric requests that the above described supplement to LAR 99-002, described in the attachments of this submittal, be incorporated into the Technical Specifications.
In accordance with 10CFR50.91(b), TXU Electric is providing the State of Texas with a copy of this proposed amendment.

- 11. DESCRIPTION OF TECHNICAL SPECIFICATIONS CHANGE REQUEST The affected Technical Specifications are:
1) 2.0, " Safety Limits (SLs)"'
'The proposed changes replace the Reactor Core Safety Limits figures -
. (Figures 2.1.1-1a and 2.1.1-1b), with fuel integrity limits (i.e.' DNBR limit and peak fuel centerline temperature limit). In addition,' the corresponding BASES section was revised to include a discussion on the revised descriptions of the SLs.
'2) 3.3.1, " Reactor Trip System Instrumentation Setpoints" The proposed changes remove all numerical values pertaining to the overtemperature N-16 reactor trip setpoint and add appropriate referrals to the'COLR.
3) 3.4.1, "RCS pressure temperature and flow from Nucleate Boiling (DNB)
Limits" The proposed changes insert an appropriate reference to the COLR and the original minimum Reactor Coolant System (RCS) flow limits, based on the original flexibility for steam generator tube plugging of Westinghouse 4-loop plants,into the LCO and Surveillance Requirements. The changes also remove the cycle specific RCS temperature, pressure, and flow limits specified in LCO and Surveillance Requirements. The Technical Specifications BASES sections are revised accordingly.

5.6.5, " Core Operating Limits Report" The proposed changes modify Specification 5.6.5a by adding the removed parameter limits to the list of items contained in the COLR (new items 9, 10, and 11), including a reference to the implementing Technical Specifications, and by updating 5.6.5b to reflect the NRC approval of the Topical Reports used to determine the core operating limits presented in the COLR.

SUMMARY
in summary, TXU Electric proposes to revise the CPSES Technical Specifications and some of the related BASES sections by replacing the safety limit curves with more appropriate specifications protecting the safety limits and by removing several cycle-specific parameter limits from the Technical Specifications, adding appropriate parameters to the list of parameter limits in the COLR. and updating the Topica! Reports to reflect NRC approval. The parameter limits are:
the Reactor Core Safety Limit figures; the Reactor Trip System Instrumentation Trip Setpoints for the overtemperature N-16 reactor trip function, and; the Reactor Coolant System (RCS) temperature, pressure and flow.
