Gentlemen:

Subject: NOTICE OF VIOLATION (NRC INSPECTION REPORTS N0. 50-373/86021

AND N0. 50-374/86020)

This refers to the inspections conducted during the period May 10 through

June 11, 1986 of activities authorized by NRC Operating Licenses No. NPF-11

and No. NPF-18 for the LaSalle County Nuclear Power Station, Units 1 and 2.

The inspection identified two procedural violations during withdrawal of a

control rod for Unit 2 on May 26,1986. This matter was discussed on

August 13, 1986 during an Enforcement Conference held at the USNRC Region III

office between Mr. L. DelGeorge (CECO) and Mr. James G. Keppler (NRC) and

members of our respective staffs.

As stated in our correspondence to you dated August 4,198G, the two procedural

violations were under consideration for escalated enforcement action. As a

result of the meeting on August 13, we have decided that escalated enforcement

action is not warranted at this time and are instead issuing two Severity

Level IV violations. However, further violations similar to these could result

in escalated enforcement action.

You are required to respond to this letter and should follow the instructions

specified in the enclosed Notice when preparing your response.

In your

response, you should document the specific actions taken and any additional

actions you plan to take to prevent recurrence.

Enclosed also you will find five revised pages to the subject inspection report.

These pages corrected the tracking numbering sequence in the original report

for the identified violations and open items which were in error. Also this

will document the attendees to the Enforcement Conference in the subject report.

Please replace the old report pages with these new pages.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of

this letter and the enclosures will be placed in the NRC's Public Document

Room.
