Limerick Generating Station, Units 1 and 2 The NRC staff has reviewed the information provided in the Philadelphia Electric Company's letter of October 17, 1985 regarding implementation of the 10 CFR 50.62 ATWS rule requirements for the Limerick Generating Station (LGS) Units 1 and 2.

The information provided is not sufficient to allow the staff to detennine compliance with the requirements. We, therefore, request that you provide the additional information identified in the enclosure. We request that this information be provided by March 10, 1987.

REQUEST FOR ADDITIONAL INFORMATION ON ATWS REVIEW The information provided in your submittal dated October 17, 1985, " Compliance with 10 CFR Section 50.62, Anticipated Transients without scram (ATWS) Events,"

is not sufficient for the staff to determine that the Limerick design is in sempliance with the Commission's regulations. The information should address the method of compliance of all aspects of 10 CFR 50.62 " Rule Consideration Regarding Systems and Equipment Criteria" published in Federal Reaister Volume 49, No. 124 dated June 26, 1984 and the Generic Letter 85-06 " Quality Assurance Guidance for ATWS Equipment that is not Safety Related." Also provide the following design information as supporting documentation of your method of compliar ce with 10 CFR 50.62:

1.

The electrical functional diagrams to indicate the recirculation pump trip (RPT) system from sensor, logic to the field breaker trip coils including documentation that redundant trip coils were used for each pump.

2.

The drawings to indicate the interface between the end-of-cycle (EOC)

RPT system and the ATWS related RPT system including documentation that the qualified isolators are used between the safety related E0C-RPT signal and the ATWS-RPT signal.

3.

The documentation to describe the analysis and/or tests to verify that the Alternate Rod Injection (ARI) system function time will begin within 15 seconds and be completed within 25 seconds from ARI initiation.

4 The electrical one line diagram to demonstrate the electrical independence between the ARI system and the reactor trip system (RTS).

5.

The cualification information on isolation devices:

a.

For the type of device used to accomplish electrical isolation, describe the specific testing performed to demonstrate that the device is acceptable for its application (s). This description should include elementary diagrams when necessary to indicate the test configuration and how the maximum credible faults were applied to the devices.

b.

Data to verify that the maximum credible faults applied during the test were the maximum voltage / current to which the device could be exposed, and define how the maximum voltage / current was determined.

c.

Data to verify that the maximum credible fault was applied to the output of the device in the transverse mode (between signal end return) and other feults were considered (i.e., open and short circuits).

2 d.

Define the pass / fail acceptance criteria for each type of device, e.

Provide a commitment that the isolation devices comply with the environment qualifications (10 CFR 50.49) and with the seismic qualifications which were the basis for plant licensing.

f.

Provide a description of the measures taken to protect the safety systems from electrical interference (i.e., Electrostatic Coupling, EMI, Comon Mode and Crosstalk) that may be generated by the ATWS circuits.

g.

Provide information to verify that the Class IE isolator is powered from a Class 1E source.

6.

The proposed plant technical specification for ARI function time and the ARI system components.

(Similar-to the RPT system in current Tech. Spec.)

7.

The information readout to the control roorr, operator for the ARI and the RPT systems.
