Tepical R2part No 037 P&;o 4 cf 11 Oyster Creek Core Spray Sparger System Inspection "rogram Introduction The inspection program for the Core Spray Sparger System was performed during the present 1986 refueling outage. The program and the results, as reported herein, are f ollow up responses to NRC I&E Bulletin 80-13 and Section 6.9.3(3)e, " Unique Reporting Requirements", of Oyster Creek's Conditional Operating License.
Both require the reporting of inspection results and plan of action, if needed, for the Core Spray Sparger System.
The inspections have been completed and a summary of each follows.

Pcgs 5 of 11 Visual Examinations The Core Spray System was visually inspected utilizing a Westinghouse ETV-1250 video camera with twin 50 watt lights attached to the camera.
Video filter and processing equipment were available for enhancing video images. There were no indications that required the usa of video enhancement.
The visual examinations were performed by vendor personnel with the results evaluated by a certified Visual Level III. An independent overview of the results was performed by a indepcndent certified Visual Level III.
Core Spray Spargers Two visual examinations were performed on the Core Spray Sparger.
The first examination was performed prior to the ultrasonic examination.
The camera was mounted on a rigid fixture that was erected f rom the reactor vessel's center fuel cell.
This examination provided a close-up inspection of the Spargers and nozzles surf aces.
The second visual examination of the~ Core Spray Spargers was performed subsequent to the ultrasonic examination of the spargers and utilized a hand held camera technique. This inspection was performed to assess the overall intergity.of the Core Spray Sparger's and nozzles.
Core Spray Annulus Piping The Core Spray Annulus piping was visually inspected utilizing a hand held camera technique. All accessible areas of the piping were inspected. Refer to figures 2 and 3 Ultrasonic Examination Core Spray Spargers Ultrasonic examination of all accessible areas of the Core Spray Spargers was perf ormed by certified NDE pesonnel under-the supervision of CPUN Site Quality Control personnel.
An improved fixture was designed for use during this inspection.
Scanning of the spargers was performed using one shoe (vs two shoes in 1983) which resulted in hetter coupling and increased coverage. No helical scans were performed during this inspection.

Tcpicc1 Rzpset No 037 P;ga 6 of 11 Conclusions Following completion of all inspections relative to the Core Spray System, a review was conducted of the results along with the acceptance criteria of Specification SP-1302-56-005. The following conclusions are drawn f rom this review.
The number of confirmed cracks in the sparger assemblies is one, that being the through-wall crack at 208* identified and clamped in 1978.
The 1985 UT inspection of the spargers showed no recordable indications. This is consister.t with the 1983 UT inspection.
t The 1986 visual inspection of the spargers showed various and minor degrees of scratches, scuf f marks, scrapes, gouges and discoloration on the sparger surf ace.
No indications that could be interpreted as crack-like were noted during the examination or post examination review.
