ENCLOSURE 1 NOTICE OF VIOLATION Georgia Power Company Docket No. 50-366 Hatch Unit 2 License No. NPF-5 During the Nuclear Regulatory Commission (NRC) inspection conducted on December 20, 1986 - January 23, 1987, a violation of NRC requirement was identified. The violation involved a failure to adequately test the Unit 2 hydrogen recombiner. In accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (1986), the violation is listed below:

Unit-2 TS 4.6.6.2.b.1 requires a channel calibration of all recombiner instrumentation and control circuit at least once every 18 months.

Unit-2 TS 1.0 definition "The CHANNEL CALIBRATION shall encompass the entire channel including the sensor and alarm and/or trip functions...."

Contrary to the above, as of January 23, 1987, no procedures were established to verify the hydrogen recombiner trouble alarm setpoints.

Also, the instrumentation associated with this equipment was on a 5 year surveillance frequency rather than on an 18 month interval.

This is a Severity Level V violation (Supplement I).

Pursuant to the provisions of 10 CFR 2.201, Georgia Power Company is hereby required to submit to this Office within 30 days of the date of the letter transmitting this Notice a written statement or explanation in reply including:

(1) admission or denial of the violation, (2) the reason for the violation if admitted, (3) the corrective steps which have been taken and the results achieved, (4) the corrective steps which will be taken to avoid further violations, and (5) the date when full compliance will be achieved. Where good cause is shown, consideration will be given to extending the response time.
