This refers to the Nuclear Regulatory Commissi n (NRC) inspection conducted by

P. Holmes-Ray on December 20, 1986 - January 2., 1987. The inspection included a

review of activities cuthorized for your Hatch facility. At the conclusion of

,

s i_ the inspection, the findings were discussed with those members of your staff

j identified in the enclosed Jnspection Report.

1 Areas examined during the inspection are identified in the report. Within these

.3reas -the inspection consisted of selective examinations of procedures and

(repres,entative records, interviews with personnel, and observation of activities

The inspection findings indicate that certain activities appeared to violate NRC

j requirements. The violations, references to pertinent requirements, and elements

y" to ' be included in your response are described in the enclosed Notice of

, Violation. An additional apparent violation concerning the Standby Gas Treatment

Systim (SGTS) is described in the enclosed Inspection Report and is under

consideration for escalated enforcement action. The basis for this consideration

is thit the cause of the violation appears to be similar to the spent fuel pool

1 leak event addressed in Inspection Report Nos. 50-321/86-41 and 50-366/86-41.

! Accordingly, this violation involving the SGTS is not included in the enclosed

'

Notice of Violation and no ' response is required to this matter. You will be

advised by separate correspondence of the results of our deliberation on this

, matter.

'

In accordance with Section 2.790 of the NRC's " Rules of Practice," Part 2,

i Title 10. Code of Federal Regulations, a copy of this letter and its enclosures

will be placed in the NRC Public Document Room.

. The respnses directed by this letter and its enclosures are not subject to the

clearance procedures of the Office of Management and Budget as required by the
