1.0 PJJHE0jif Electrical penetration assemblies are specially designed devices to allow circuits to enter / exit the containment vessel, while maintaining a pressure barrier between inside and outside containment during normal plant operations and under the postulated design basis loss of coolant accident (LOCA).

2. 0 GENERAL DESCRIPTION The electrical penetrations are designed to meet all electrical requirements for the specified service environment without dielectric breakdown or damage due to overheating. Typically, an electrical penetration assembly consists of electric conductors, conductor seals, and the mechanical assembly for securing the conductors and and conductor seal assemblies to the containment structure.

A pressure gauge and valve assembly are provided on the outboard end of each penetration assembly to permit periodic monitoring of the penetration gross-leak integrity.

The electrical penetration circuits are designed to perform their various electrical functions inside the reactor containment structure while their associated penetration assembly maintains a testable leak-tight pressure boundary. All electrical penetration assemblies are manufactured to maintain their leak-tight integrity and remain electrically functional during and following the postulated design basis loss of coolant accident.

Electrical penetrations functionally fall into the following service classifi-cations: 1) Type A, medium voltage electrical power penetration assemblies, supply power to reactor coolant pump motors; 2) Type B, C, D, E, F and G, low voltage electrical power and control rod drive, reactor protective systems, and other equipment circuits; and 3) Type H, J, K, M, N and BH, electrical instTu-mentation and control penetration assemblies, form a vital link in circuitry for nuclear instrumentation, control rod position indication, environmental sensing, and communications.

Electric penetration areas through the concrete Reactor Buildings are limited to the segments of the building enclosured between column lines 44-53, DD-BB between elevations 733', 750' and 767' and between column lines 49 and 53, DD-AA between elevation 767' and 786'.

Cable trays are routed between the concrete Reactor Building penetrations and Containment vessel electric penetrations in tha annulus. Containment vessel electric penetrations are located in accessible areas outside the ice condenser.

Approximately eighteen twelve-inch diameter electric penetration assemblies are located in the upper Containment between elevations 769' + 5" and 922' + 5" to provide for electric circuits located in the upper Containment. These include circuits for equipment such as polar crane, manipulator crane, ice condenser air handling units, ice condenser bridge crane, hydrogen recombiner, air return fans and miscellaneous control, communication, and instrumentation. Approximately forty-five twelve-inch diameter electric penetrations are located in the lower Containment between elevation 748' + 6" and 762' + 9". These penetrations are grouped in five locations distributed approximately 270 degrees around the Contoenment vessel. Four thirty-two inch diameter electric penetrations provide power for the reactor coolant pump motors. The twelve inch diameter electric penetrations provide circuits for all other power control and instru-mentation required in the lower Containment. All electrical penetrations are located above the maximum expected post-LOCA water level inside Containment.

- 6.0* SYSTEM OPERATION

) Each circuit passing through an electrical penetration assembly must have

' ,' , adequate circuit protection over the full current range (from continuous to the maximum current available) to prevent damage to the electrical penetration

assembly.

All electrical power, control, and instrumentation penetration circuits which are capable of supplying fault currents greater than the continuous current

. rating of their applicable penetrations shall be provided with two circuit overload protective devices in series. This redundant protection is required in order to protect the electrical penetration assembly against sustained

, overcurrent resulting from faults or equipment overloads in the event that the

/ primary protective device should fail to clear the overcurrent condition.

Those circuits which are incapable of supplying a fault current sufficient to cause a loss of mechanical integrity of the penetration do not require circuit overload protection (e.g., thermocouple and RTD instrumentation, annunciators, transducers, monitor lights, computer, etc.).

Protective device is defined as a single device or combination of devices which provide both overcurrent detection and circuit interruption.

- The redundant protective devices, each of which provides the type or types of protection required, are to be located in the circuit between the power sources and the penetration and are to be used in series with each other. Thus, single failure of a penetration circuit protective device shall not jeopardize the mechanica)1 integrity of the penetration assembly and therefore of the contain-ment structure.

The overlaid c'urrent test value and corresponding breaker trip time for those protective devices are listed in Attachment 1. The breaker trip times are per Table II, Westinghouse Application Data 29-160A WEA, Page 16, and Square D ,

Breaker Characteristic Curves.
