SUBJECT:
SAFETY EVALUATION REPORT - REVIEW 0F LICENSE APPLICATION DATED JANUARY 20, 1987 I. Background Combustion Engineering, Inc. (CE), by application dated January 20, 1987, requested authorization to exclude the storage of fuel bundles in shipping containers Nos. 927A and 927C in accordance with the Transport Index criteria. At the present time, all arrays of shipping containers containing special nuclear material are stored in accordance with Transport Index criteria.
II. Discussion A. Nuclear Criticality Safety At the present time, the size of any array of shipping containers is limited to a total Transport Index of 80. CE requested that it be exempted from restricting the storage of 927A and 927C Fuel Bundle Shipping Containers in accordance with the Transport Index criteria.
Since CE did not specify the criteria to be used in establishing the nuclear criticality safety of arrays of fuel bundles, the staff contacted Mr. R. E. Sheeran, CE Manager, Nuclear Licensing Safety, Accountability, and Security on March 6, 1987, to confirm that the criteria ~in Part I of the license application (License Conditions Section 4.3.16) was to be applied. He confirmed storage of the containers in arrays up to three high. An infinite array of the containers with fuel assemblies having U-235 enrichments no greater than 4.1 percent U-235 is safe independent of the degree of water moderation and water reflectign.
In addition, Figure 4.2.1, "CM ticality Alarm System Buildings 17 and 21 (Detector Locations)" has been revised to include the detector head in Criticality Area 8 (?'ocated in the northwest corner of the yard area of the Building 17/21 complex).
B. Radiation Safety Since there is no change requested in the facility operations or in the radiation safety controls, there will be no change in the radiological safety of the operations.

~s hipping containers does not result in (1) any significant change in the types or significant increase in the amount of effluents that may be released offsite, (2) any significant increase in individual or cumulative occupational radiation exposure, (3) any significant construction impact, and (4) any significant increase in the potential for or consequences from radiological accidents. 'Therefore, in accordance with 10 CFR 51.22(c)(11), neither an Environmental Assessment nor an Environmental Impact Statement is necessary for l the proposed action.
D. General The amendment application dated January 20, 1987, was discussed with Mr. Jerome Roth, Region I Facility Inspector, on March 6,1987. He foresaw no safety or environmental problem with the requested authorization.
III. Conclusion Issuance of the amendment authorizing the storage of fuel bundles in Shipping Containers 927A and 927C in accordance with Section 4.3.16 of the License Conditions Section of the license is recommended.
