              Thank you for your letter of January 27, 1987, supplementing your letter
        of October 7,1986, in response to our letter and Notice of Violation dated
        September 8, 1986. We have reviewed your reply and find it responsive to the
        concerns raised in our Notice of Violation. We will review the implementation
        of your corrective actions during a future inspection to determine that full
        compliance has been achieved and will be maintained.

           Dear Mr. Gagliardo:
           This letter is written to provide you with the current status of NPPD's
           efforts to upgrade the Cooper Nuclear Station Preventive Maintenance (PM)
           Program.
           As committed by the District in Reference 1, procedural controls have now been
           established for maintaining the PM Program.        Additionally, the District has
           completed the review of specific vendor FM recommendations against existing
           station PM requirements.      As a result, additional PM's and Surveillance
           Proceduras have been identified as being required and, in those instances
           where vendor recommendations were found not to be required, a documented
           Engineering evaluation has been developed.
           Presently, the District is proceeding with development of the new PM's,
           related Maintenance and Surveillance Procedures, and procurement of spare
           parts to support the additions. Additionally, the District has also initiated
           a second, more in-depth review of the safety related vendor manuals to
           determine whether any subtle, non-specific PM recommendations exist. To date,
           80 of the approximately 250 safety related manuals have had this review. The
           District intends to continue this process for the remaining safety related
           manuals.

            Further inforention regarding Reference 2 is that five vendors still have not
            provided updated information. Action is being taken by District management to
            obtain this information.   When this input is received, the Dist'rict will
            complete the necessary reviews to upgrade the PM Program, as required, for the
            components supplied by these vendors.
