MEMORANDUM FOR: Leo B. Higginbotham, Chief Low Level Waste Licensing Branch FROM: William L. Axelson, Chief Nuclear Materials Safety and Safeguards Branch '

SUBJECT:

TECHNICAL ASSISTANCE REQUEST FOR MONSANTO COMPANY OF DAYTON, OHIO - TRANSURANIC WASTE DISPOSAL The Monsanto Company - Dayton Laboratory (NRC License SNM-567) informed Region III, Nuclear Materials Safety and Safeguards Branch of .their intent to commence decommissioning of their radioisotopes source fabrication facility in early 1985 (attached letter dated July 26, 1984). In that letter, the Manager, Mr.

Robert Schimmel requested NRC assistance on ways to package and provide for disposal or transfer of large quantities of waste contaminated with transuranics.

Additional enclosed letters dated September 7,' 1984, December 21, 1984, and January 23, 1985, repeated the request for assistance.

On January 29, 1985, Don Sreniawski of my staff informed Mr. Schimmel by-telephone that the region knew of no solution to his transuranic waste problem -

other than long term storage at his own facility but would request technical ,

assistance of HQ. Consequently, we are asking:

1. Is there an accepted criteria for packaging of his waste se that it would be acceptable for eventual transfer for storage or disposal?
2. Is there an agency who will accept his waste now or in the near future?

l We would be grateful for any guidance you can give us, which we could in turn provide to the licensee.
