Dear Mr. McGoldrick:

This is to inform you that the Commission has directed that the enclosed amendments to Part 110 be published in the Federal Register to implement the requirements of Section 309 of the Comprehensive Anti-Apartheid Act of 1986.

The Consission halieves that this final rule will not prejudice the Executive Branch's formal views on these amendments to Part 110, which we look forward to receiving shortly.

Publication of the amendment is necessary at this time, however, in view of the Congressional deadline of December 31.

If necessary, the Commission will further refine its amendments to Part 110 after receipt of tho Executive branch's fonnal comments.
