This refers to the inspection conducted by Mr. Kent M. Prendergast of this

. office on January 9-16. and January 22,1987, of activities authorized by NRC

License No.' DPR-54, and to the discussion of our findings held by Mr.

- Prendergast with Mr. D. Martin and~ other members' of your staff on January 16,

1987.. ,

Areas examined during this' inspection are described in the enclosed inspection -

report. 'Within these areas, the inspection consisted of selective examinations *

of procedures and representative records, interviews with personnel, and -

~o bservations by the inspector.

Based upon.the results of this. inspection, it appears that one of your

activities was.not conducted in full. compliance with NRC requirements, as set *

1. forth in the enclosed Notice of Violation. The violation involved the failure-

-to properly classify an event on December 30, 1986. Your response to this

Notice is to be submitted in accordance with the provisions of 10 CFR 2.201 as

stated in the enclosed Notice of Violation.
