Dear Mr. Sieber:

N. Thompson, DHFT;

Subject:

Classification of Low-Level Radioactive Waste = From Reaver Valley'

Power Station, Unit 1 (TAC 64568) s b

'We have rev'fewed the January 7, 1987 letter from.you 'and agree that Reaver' Valley's' proposed approach would be;in compliance with existing regulations.-

^

When licensees periodically sample waste to' confirm scaling factor relation-ships,-.some use old scalino factors (provided that'the'old and new scaling'

~

factors:are within a factor of ten), some use the new scaling factors, and some average the~ two sets of scaling factors.

We.would caution you that'a mere periodic comparison of old and new scaling

- ' factors is not a good practice. Rather, shifts in radionuclide distributions

~

within individual waste streams should be tracked over time, and efforts should be-made to correlate these shifts.to particular facility-specific events.'

l-This review was -performed by Mr. Gary Roles. This completes our action on
