Dear Mr. Miraglia:

On August 1, 1985, November 25, 1986 and February 20, 1986, the Sacramento Municipal Utility District submitted Proposed Amendment No. 137, and Revision 1 and Supplement 1, respectively. These submittals addressed changes to the Technical Specifications pursuant to 10 CFR 50, Appendix R relevant to spec-ific details identified in the Rancho Seco Fire Hazards Analysis Report (FHAR).

Subsequent to the previous submittals referenced above, it was noted that the addition of Water Suppression Zone 104 had not been included on proposed Table 3.14-2, even though the corresponding Detection Zone 104 had been in-cluded on proposed Table 3.14-2. This Supplement 2 is submitted for the purpose of correcting the earlier oversight.

Attachment I, II and III provide the Safety Analysis, "No Significant Hazards" Evaluation and Description of Proposed Changes, respectively.

Pursuant to 10 CFR 50.91(b)(1), the Radiological Health Branch of the Califor-nia State Department of Health Services has been informed of this Supplement by copy of this submittal.

This District has determined that no license fees are required since a check for $150.00 was sent to the Commission with the initial submittal of Proposed Amendment No. 137.

( - m ATTACHMENT I SAFETY ANALYSIS Supplement 2 of Proposed Amendment No.137, Revision 1 adds Water Suppression Zone 104 to the proposed Table 3.14-2. Zone 104 is a pre-action sprinkler system located in the Technical Support Center in the Auxiliary Building, Elevation 40'.

In the submittal of Proposed Amendment No. 137, Revision 1 (August 1, 1985),

Detection Zone 104 was included on proposed Table 3.14-1, FIRE DETECTION INSTRUMENTS FOR SAFETY SYSTEMS, but through oversight, the corresponding Zone 104 was not included on proposed Table 3.14-2, WATER SUPPRESSION ZONES.

This supplement to Proposed Amendment No. 137, Revision 1 is considered an administrative change, judged as having no adverse effect on plant safety nor endangering public safety.

In the submittal of Proposed Amendment No. 137, Revision 1 (August 1, 1985),

Detection Zone 104 was included on proposed Table 3.14-1, FIRE DETECTION INSTRUMENTS FOR SAFETY SYSTEMS, but through oversight, the corresponding Zone 104 was not included on proposed Table 3.14-2, WATER SUPPRESSION ZONES.

The District has reviewed the proposed addition of Zone 104 to Table 3.14-2 against each of the criterion of 10 CFR 50.92 and concluded that plant oper-ation with the above administrative change to the Technical Specifications would not:

a. involve a significant increase in the probability or consequences of an accident previously evaluated, or create the possibility of a new or different kind of accident from any previously analyzed.

The proposed change is purely administrative, having no effect on plant safety or operation. For this reason, the change is judged as having no accident potential.

b. involve a significant reduction in a margin of safety. As stated above, the proposed administrative change has no direct effect on plant design or oper-ation. Therefore, margins of safety are also judged as unaffected.

On the basis of the above, the District concludes that the proposed change, purely administrative, does not constitute any significant hazard, and in no way endangers the health and safety of the public.
